Mina District is a mixed-use waterfront development in Doha’s Old Port, combining retail, dining and cultural uses in a heritage-themed open-air setting designed as a counterpoint to the city’s many enclosed malls. Benoy’s Commercial Strategy & Advisory team (formerly Pragma) was commissioned as part of the Dar-led project team to provide commercial insight that would shape the design brief. The objective was to ground the development in market evidence: addressable demand, the right positioning and the level of commercial space the location could support, all established prior to design finalisation.
Audit, audience, modelling and block planning
The work assessed the development through four lenses. The team audited the existing and pipeline supply of retail and mixed-use developments across Doha to identify how Mina District could compete against a strong pipeline. In-depth interviews with key consumer types, alongside demographic and macroeconomic analysis, established the site’s catchment and addressable market. A bespoke space supportable model was built to forecast footfall and recommend gross leasable area across the development’s commercial categories. Comparable mixed-use developments worldwide were assessed for transferable lessons in heritage-led retail and open-air programming. The findings were then translated into commercial block planning recommendations, including zoning and unit configuration, in collaboration with Portland Design.
Design brief and opening
The findings ensured the development was shaped around a commercially viable offer from the outset. By setting the supportable quantum of space and the right positioning early, the work aligned the design ambition with the realities of the market the district would serve. Mina District has since opened to the public.
