Reimagining the harbour of Jersey
Ports of Jersey appointed Benoy to prepare an evaluated land use masterplan for the potentially developable land within St Helier Harbour, identifying key real estate opportunities and establishing a clear long-term vision across a harbour boundary of 650,000m², of which 270,000m² is land. The proposal reimagines the harbour as a meeting of land and sea, uniting forward-thinking design and community ambition.

A neighbourhood-based approach
The strategy adopts a neighbourhood-based framework to promote community identity and social cohesion, establishing distinct areas with unique characteristics and ensuring a coordinated, sustainable approach to land use across the site. Where a masterplan provides the long-term vision, neighbourhood-level planning humanises the framework, allowing for flexibility and responsiveness to changing conditions and community needs over time.
Eight distinct neighbourhoods have been proposed, supporting a more integrated and sustainable approach to the harbour’s long-term development.
